Negotiation result Collective Labour Agreement 2023-2024

On 6 July 2023, the WVOI and employees’ organisations FNV, CNV Onderwijs and AOb reached a negotiation result on a new Collective Labour Agreement for the Research Institutions.

The previous collective labour agreement (Cao-OI 2022-2023) expired on 30 June 2023. As of 1 January 2023, a structural wage increase of 2% was agreed in this Collective Labour Agreement.

The new Collective Labour Agreement runs from 1 July 2023 to 30 June 2024 and the main agreements made for this Collective Labour Agreement are:

  • As of 1 September 2023, wages will be structurally increased by 5%. In addition, every employee who is employed on 1 September 2023 will receive a one-off payment of EUR 1,500 gross, whereby this payment is calculated in proportion to the scope of the employment and the number of months that the employee has been employed in the period from 1 January 2023 until 1 September 2023.
  • Wages will be structurally increased by an additional 2.25% as of 1 January 2024.
  • The collective labor agreement stipulates that, in principle, for structural work an employment contract for an indefinite period is entered into, after an initial fixed-term contract.
  • The research institutes want to be organisations where everyone feels at home. Regardless of gender, culture, religion, ethnicity, orientation, gender identity or physical ability. The collective labor agreement contains various provisions that already support this. To give more substance to this theme, agreements have been made about the exchange of three public holidays, leave for a gender transition process, informal care (mantelzorg) leave with continued payment of the pension premium, paid bereavement leave and the possibility of saving leave for a sabbatical.

The employee’s organisations will present the negotiating result with a positive advice to their members and will inform employers no later than 28 July whether this negotiating result will be converted into a final collective agreement. Employers submit the negotiation result to their boards.

The text of the Cao-OI 2022-2023 is still available on the WVOI site. When a final agreement has been reached, this text will be replaced by the text of the new Collective Labour Agreement as soon as possible.
